本期导读(No.101)   维州政府规定,学生必须年满17岁才能离校从业,这样做既能减轻就业市场压力,又能让青年人得到更多的就业培训时间。一举两得,因此各州竞相效仿。然而,由此不会带来教育行业的压力吗?如何提高教育水平,提高职业教育的质量,并且增加教育投入,是政府面临的另一个头痛的事情。从长远来说,只有加快澳洲经济发展,为青年人提供更多的就业机会,才能从根本上解决这个社会矛盾,而不至于头痛医头,脚痛医脚。本期把这个议题作为一个重点推介。

      已在维州实行二十余年的VCE(维州教育证书)考试可能会被一个全国统一的高中毕业考试取代。此举同样非同小可,因为它涉及的面更广,不仅从根本上动摇了维州现有的考试制度,而且使整个澳洲的基础教育结构发生了变化,教育的管理权将更加集中于联邦政府。我们希望此举能有利于澳洲中文教学的进步,而不是削弱对中文教学的重视程度。

      本期的“社区教育动态”还有更多青少年教育的现状报道,诸如联邦政府拒绝资助最贫困地区的中学;维州中学生逃课现象严重;受经济危机影响,澳洲接受学徒培训的企业越来越少,等等。教育景观,五花八门,教育资讯,值得关注。

      本报前期曾发表过新金山中文学校余彩媚老师撰写的“浅谈小学语文作业的设计”一文,内容扎实,颇有深度,可惜的是本报限于篇幅,未能将余老师已准备好的一些实例图文配在一起。可以弥补的方法是对此议题展开讨论,让更多的老师一起来研讨这个在海外华文教育中无法回避的问题。本期“教育论坛”的“家庭作业:究竟多少才合适”一文,从另一侧面探讨了同一个问题,敬请读者、尤其是老师们关注。由于全文较长,我们分两期载完。

      提到新金山中文学校,维州华人社区的中文教育界几乎无人不知,其教育质量和教学态度让人交口称赞,难道他们真有什么“秘密武器”在握吗?完全不是,靠的只是“认真”两字。新金山中文学校的办学是认真的,只要看一看近期发表在本报上的学生作业和教师文章就可见一斑了。本期再次用较大篇幅发表该校Mt.Waverley总校学生的一些作业,作为学年结束前向家长们的一个汇报吧。

      最后应该提一下,本报编辑部于9月13日下午举行的“百期茶话会”。二十来位本报的热心读者、作者和编者欢聚一堂,交流心得。本来为此写一篇长篇报道也不为过,但是为了节省篇幅和时间,还是刊登几幅照片,略作介绍吧。感谢周晓康老师,特意为《新金山教育周报》百期写词谱曲,永杰老师和她可爱的女儿安琪还配上了朗诵和演唱,听说新金山Brighton中文学校的小朋友们也都已经会唱这首歌了。可惜没来得及在茶话会上播放,但是他们的心意我们全领了。

Introduction(No.101) Victoria's school leaving age will rise to 17 under legislation to be introduced to Parliament, which not only takes pressure off the labor market, but also encourages young people to stay in the education system learning more skills. It is apparently a way of killing two birds with one stone and many state governments have adopted the policy actively. However, what about the pressure the education sector has to face? On the other hand, Governments are also struggling in how to improve education standards, vocational education quality and education investments. In the long run, the ultimate solution is to boost the economic development in Australia and to provide more working opportunities for young people, rather than taking stopgap measures. You will find more discussion on this heated topic this time.
VICTORIA'S VCE (Victoria Certificate of Education) that has a history of over 20 years is set to be replaced by a national education certificate for years 11 and 12. This will also be a big change in Victoria. The introduction of the national certificate will fundamentally waver the current education system of Victoria, the overall primary education structure in Australia will be influenced accordingly, and the management of education sectors will be more in the hands of the Federal Government. We hope that the reform promotes the improvement of Chinese teaching in Australia, rather than reducing the emphasis on this area.
There are more reports on secondary education in this issue. The articles such as “The Government refuses to provide funds for the poorest schools”, “Absent rate is high in Victoria”, and “Fewer trainees start work as crisis grips” are all worth reading.
You may have read a very practical and in-depth article in previous issues “How to set Chinese homework for primary students” written by Yu Caimei, a Chinese teacher in Xin Jin Shan Chinese Language and Culture School. Nevertheless, due to the limitation of space it has not been published with example pictures. But as compensation, we could discuss about the topic with readers, especially other teachers, given that homework is the issue that can not be neglected in Chinese language teaching overseas. The article “Homework: how much is too much?” published in the column Education Forum joins the discussion from a different angle and hope you find it helpful.
Speaking of Xin Jin Shan Chinese Language and Culture School, its teaching quality and rigorous scholarship is widely appreciated and acknowledged by the Chinese community and Chinese language educators in Victoria. Does the school have any “silver bullet”? Not at all. The only secret is seriousness. The school takes teaching seriously, which can be noticed in students’ works and teachers’ articles published in recent issues. In this issue, we would like to present you more students’ works from the head campus of Mt. Waverley as an early report to parents before the school year ends.
We would like to let you know that a party celebrating the 100th issue of Golden Land Education was held in the afternoon of September 13th where 20 guests including loyal readers, writers and editors shared their appreciation of the journal and contributed some excellent suggestions. A long report should have been written about this special gathering; however, to save time and space, photos of the party are only presented here. By the way, we would like to express special appreciation to Dr. Zhou Xiaokang who has composed a song for the occasion, and to Yongjie and her daughter Anqi who have recited and sung the song. It is said that students from the Brighton campus have learned how to sing this song. It is a pity that the song was not presented at the party, but we sincerely appreciate their work and take the will for the deed.
